Provisions on operational process of gas short-term supply” for residential user

 

1.
These provisions are applied to a new user who has the conditions necessary for installing and using gas and needs short-term gas supply, or an existing user who has moved to a new residence but still needs short-term gas supply at his (her) existing residence. Moreover, both new and existing user mentioned above must live in a region where the Dazhong Gas Company has jurisdiction.

2.Making application
User shall bring his (or her) ID card or residence booklet or property ownership certificate and other effective residence certificates (the temporary lodger shall have a writing certificate in which the landlord agrees about the installation of gas.) to a regional office with jurisdiction for making the application for “Short-term gas supply”.

3.Charge rate
The charge of application shall be collected in accordance with the prevail items and rates of “Summary of prices of gas and service in Shanghai”.

4.Provisions for application

4.1.New user who needs short-term gas supply

4.1.1.The new user who needs short-term gas supply temporarily can only apply for installing a gas meter of 4 M3/h (for artificial coal gas) or 2.5 M3/h (for natural gas).

4.1.2.The new user who applies for short-term gas supply shall pay a deposit of RMB 2000 yuan, the fee of manpower and material for installation (the amount of which depends on the type of installation), the fee of handling business and the rent charge of gas meter for first-phase (RMB 60 yuan).

4.1.3.The longest effective phase of contract concluded with a new user who needs short-term gas supply is three months. If the user wants to use gas after this period, he (or she) shall get through the formalities for extending contract and shall pay the rent charge of gas meter for the next phase (RMB 60 yuan). (If the new user wants stop gas supply before three month, the rent charge of gas meter will be the same as above.)

4.1.4.User shall apply to the Company for extending or terminating contract before the deadline of “Short-term Gas Supply” contract. In case the user fails to get through relevant procedures, his (or her) deposit shall be expropriated in accordance with relevant regulations.

4.1.5.When a user applies for terminating contract, he (or she) shall bring “Agreement on short-term gas supply” and his (her) ID card to a regional office where the agreement was concluded to get through the formalities of dismantling gas facilities and appoint the date to do dismantling work. After gas facilities are dismantled completely and all gas bills have been paid, the user shall hand back the receipt of deposit and the Company shall return the deposit.

4.1.6.“In case gas facilities, of which the ownership belongs to the Company, has been damaged due to the user’s cause during the period of “Short-term gas supply, the Company is entitled to ask for compensation from user. If the user fails to pay gas bill, the Company shall be entitled to deduct the amount of gas bill from the deposit.

4.1.7.If a user of “Short–term gas supply” meets the requirements of new installation of gas facilities, this user may be changed into a formal user in accordance with the “Provisions and operational process for changing the user of short-term gas supply into formal user”. (However, the user of short-term gas supply shall have to pay the fee of gas facilities or hand back the “Contact coupon for former user”). (If the user has got through the formality for dismantling work, the fee of manpower and material for dismantling work shall be returned to this user and the dismantling work shall be cancelled.)

4.1.8.If a new resident moves into the user‘s temporary residence during the effective term of short–term gas supply contract, this user may ask for renaming the user of the contract in accordance with the “Provisions and operational process for renaming user of short-term gas supply in contract”. Therefore, the new user may get through the formalities of renaming user of short-term gas supply, and meanwhile can apply for changing into a formal user in accordance with the “Provisions and operational process for changing the user of short-term gas supply to formal user”. (The relevant provisions and charge rates refer to the above paragraph.)

4.2.Existing user who needs short-term gas supply at his (or her) existing residence.

4.2.1.If a user asks for remaining gas supply for a short term, the user shall pay a deposit of RMB 800 yuan, the rent charge of gas meter (which is exempted at this moment) and the fee of handling business.

4.2.2.If a user asks for remaining gas supply for a short term and he (or she) uses a gas meter of 6 M3/h, this gas meter may be used right along; If the existing gas meter is removed and not be reinstalled when gas facilities are installed in the user’s new residence in accordance with the gas supply plan and the provisions for new installation of gas facilities, the balance between the price of existing gas meter of 6 M3/h and the price of the meter installed in new residence will not refunded to the user, and the existing gas meter of 6 M3/h will be recovered by the Company.

4.2.3.The longest effective phase of contract concluded with a new user who needs short-term gas supply at present residence is three months. If the user wants to use gas after this period, he (or she) shall get through the formalities for extending contract (but only extend once) and shall pay the fee of handling business and the rent charge of gas meter (the latter is exempted at this moment).

4.2.4.User shall apply to the company for extending or terminating contract before the deadline of “Short-term Gas Supply” contract. In case the user fails to get through relevant formalities, his (or her) deposit shall be expropriated in accordance with relevant regulations.

4.2.5.When a user applies for terminating contract, he (or she) shall bring “Agreement on short-term gas supply” and his (her) ID card to a regional office where the agreement was concluded to get through the formalities of dismantling gas facilities and appoint the date to do dismantling work. After gas facilities are dismantled completely and all gas bills have been paid, the user shall hand back the receipt of deposit and the Company shall return the deposit.

4.2.6.In case gas facilities, of which the ownership belongs to the Company, has been damaged due to the user’s cause during the period of “Short-term gas supply, the Company is entitled to ask for compensation from user. If the user fails to pay gas bill, the Company shall be entitled to deduct the amount of gas bill from the deposit.

4.2.7.f a user of “Short-term gas supply” at existing residence wants to cancel the contract of short-term gas supply and continue to use the existing gas facilities, the user shall hand back the “Contact coupon for former user”, or apply for changing into a formal user in accordance with “Provisions and operational process for changing the user of short-term gas supply to formal user”. (The user shall pay the fee of gas facilities and the fee of handling business.)

4.2.8.If a new resident moves into the user‘s residence during the effective term of short–term gas supply contract, the user who has short-term gas supply at existing residence may ask for renaming the user of the contract in accordance with the “Provisions and operational process for renaming user of short-term gas supply in contract”. Therefore, the new user may get through the formalities of renaming user of short-term gas supply, and meanwhile can apply for changing into a formal user in accordance with the “Provisions and operational process for changing the user of short-term gas supply to formal user”. (The relevant provisions and charge rates refer to the above paragraph.)

5.Operational process for gas short-term supply

5.1.Making application by new user

5.1.1.When a new user is making application, the user shall go to the counter of regional office with jurisdiction and present his (or her) ID card, residence booklet, the certificate of property ownership, the contract of property purchase or renting residence (including a writing certificate of landlord’s consent to installing gas facilities). At first, the user shall be asked to complete an “Application from of gas work”.

5.1.2.Examining application: Staff member shall examine the ID card, residence booklet, the certificate of property ownership, the contract of property purchase or renting residence (including a writing certificate of landlord’s consent to installing gas facilities) presented by the user. Then the staff member shall refer to gas supply plan on computer to make sure whether the installation asked by the user is possible or not.

5.1.3.Inform the applicant after examination: If the installation is impossible as the certificates provided by the applicant do not meet relevant requirements or there is not a gas supply plan, tell the applicant the reason or the necessary requirements for certificates in application. If the installation is possible, inform the applicant that his (or her) application has been accepted. The relevant certificates shall be kept on in accordance with relevant regulations.

5.1.4.Concluding agreement: The user shall be asked to carefully read the text of “Agreement on short-term gas supply” and sign and fill in his (her) address, telephone member and ID card member on this agreement after the user does not express any dispute about the agreement; then the staff member shall sign and fill in the telephone member of the office and stamp an official seal of the office.

5.1.2.The installation work shall be handled by the staff member in accordance with the provisions and operational process of new installation work.

5.1.3.The staff member shall issue the receipts of deposit for “Short-term gas supply” and the first phase rent charge of gas mete; the user shall pay all these fees at the counter of cashier.

5.1.4.The cashier shall check up all receipts of deposit for “Short-term gas supply” , the first phase rent charge of gas meter and the invoice of materials for installation as well as new working card. After checking up correctly, collect money and stamp “Paid” seal. Then collect the fee of handling business and hand over the working card and invoice to the user.

5.1.5.The user shall hand the working card and all invoices to a staff member who is handling the issue, and the staff member shall return the user’s copy of “Agreement” and the user’s copies of all invoices to the user, and appoint the date and time for installation work at user’s residence. Meanwhile, the user shall be informed all formalities necessary for terminating the Agreement and other notices.

5.1.6.The staff member shall enter the information of “Short-term gas supply” into computer, and all agreements concluded from the 26th day of the last month to the 25th day of this month, of which the information has been entered into computer, shall be bound and kept in archive orderly on the 25th day of every month. Then some relevant contents shall be filled in business statements in accordance with relevant regulations.

5.2.A existing user who has moved to a new residence but still want to have short-term gas supply in his (her) existing residence.

5.2.1.Making application: The user shall go to the counter of regional office with jurisdiction and present the latest gas bill, his (or her) ID card or residence booklet or the effective certificate of residence. At first, the user shall be asked to complete an “Application from of gas work”.

5.2.2.Examining application: The staff member shall check up the ID card. gas bill and other certificates provided by the user, and shall refer to other user’s information on computer such as any unpaid gas bill.

5.2.3.Informing user after examination: If the certificate provided by the user does not meet relevant requirement or the user has any unpaid gas bill, shall inform the user the conditions necessary for application or that he (or she) shall paid all arrears before application. If the certificate provided by the user meets relevant requirement or the user has not any unpaid gas bill, the application shall be accepted.

5.2.4.Concluding agreement: The user shall be asked to carefully read the text of “Agreement on short-term gas supply” and sign and fill in his (her) address, telephone member and ID card member on this agreement after the user does not express any dispute about the agreement; then the staff member shall sign and fill in the telephone member of the office and stamp an official seal of the office.

5.2.5.The staff member shall issue the receipts of deposit for “Short-term gas supply” in accordance with relevant items and rates of deposit, and the user shall pay the deposit at the counter of cashier.(At present the rent charge of gas facilities is exempted.)

5.2.6.The cashier shall check up the receipts of deposit for “Short-term gas supply”. After checking up correctly, collect money and stamp “Paid” seal on the receipt of deposit, and then collect the fee of handling business and hand over the receipt of deposit that has been stamped to the user.

5.2.7.The user shall hand the receipt of deposit for short term gas supply to a staff member who is handling the issue, and after checking up correctly, the staff member shall return the user’s copy of “Agreement” and the user’s copies of all invoices to the user. And meanwhile, the user shall be informed all formalities necessary for terminating the Agreement and other notices.

5.2.8.The staff member shall enter the information of “Short-term gas supply” into computer. All agreements concluded from the 26th day of the last month to the 25th day of this month, of which the information has been entered into computer, shall be bound and kept in archive orderly on the 25th day of every month. Then some relevant contents shall be filled in business statements in accordance with relevant regulations.

5.3.If the user asks for extending the agreement, he (or she) shall bring the agreement and ID card to the business counter of the regional office with jurisdiction to make an application. The user shall pay off the rent charge of gas facilities (which is exempted for former user) and the fee of handling business. The staff member shall fill in the content of extension on the agreement, and then after both parties have signed, the extension of agreement shall be effective.

5.4.In case the user asks for terminating the agreement, he (or she) shall bring the agreement and ID card to the business counter of the regional office with jurisdiction to get through the formalities of dismantling gas facilities and appoint a date for dismantling work. The Company shall go to the user’s residence to dismantle gas facilities at the appointed date (This work shall be conducted in accordance with the “Dismantling work for short-term gas supply” provisions and operational process in the regulation on dismantling gas meter for residential user.)

5.5.In case the user asks for renaming the agreement for short-term gas supply, the staff member shall tell the user all formalities and certificates necessary for user rename. If the user has all necessary certificates, the user rename of short-term gas supply shall be conducted in accordance with the”Provisions and operational process of renaming the user of short-term gas supply agreement”.

5.6.In case the user applies to the Company for being transferred into a formal user, the staff member shall tell the user all necessary formalities and the requirements of certificates. If the user has all necessary certificates, the formalities for transferring formal user of short-term gas supply shall be got through in accordance with the “Provisions and operational process of renaming the user of short-term gas supply agreement”.
